1. Why It’s Time to Rethink SME Support in Aotearoa
An eco-system in need of upgrade
This article is part of our Rethinking SME Support series, where we’re exploring how Central & Local Government, Economic Development Agencies, Chambers of Commerce and Business Associations could better support NZ’s SME community through collaboration, fairness and a new mindset. This is not about blame. It’s about possibility and how we can build a more connected, human, regenerative support ecosystem.
If you spend time in NZ’s SME community, as we do every day at RegenerationHQ, you’ll hear a common theme emerging -
👉 The official “support system” often feels fragmented, confusing and misaligned with the real needs of business owners.
This is not news. Nor is it anyone’s fault. In fact, in every part of the system central government, local government, economic development agencies (EDAs), Chambers of Commerce, local business associations we see deeply committed people trying hard to support business owners through a period of extraordinary change.
But good intent alone isn’t enough.
Right now, the way we structure and deliver support to SMEs in Aotearoa is not keeping pace with the reality of business life on the ground or with what owners actually need to thrive, especially those in underserved or emerging sectors and if we’re honest, most parts of the system know this too.
In this new series, we want to explore that opportunity. Not to tear things down but to help evolve a more connected, collaborative, regenerative approach to SME support in New Zealand.
Because SMEs matter. They’re the heart of our economy and our communities. And they deserve a system that meets them where they are and helps them build businesses that contribute to a better future for us all.
What We’re Seeing (and Hearing)
In our work with SME owners around the country, we hear a lot about what the current support landscape feels like -
✅ Helpful sometimes.
✅ Well-intentioned often.
✅ Fragmented almost always.
✅ Confusing frequently.
✅ Designed from a system perspective, not a human one too often.
Business owners especially those newer to business, or in regional centres, or operating outside mainstream sectors tell us the same thing -
👉 “I don’t know who to talk to or where to start.”
👉 “I’ve been sent around in circles.”
👉 “I keep being asked to tell my story again and again.”
👉 “I feel like I have to prove I deserve support before anyone helps me.”
And we hear this from those inside the system too -
👉 “We know we should be collaborating more but the structures aren’t there.”
👉 “We’re funded to deliver activity, not outcomes.”
👉 “Everyone’s so busy protecting their patch that owners get lost in the middle.”
Why Now?
There are a few reasons why this conversation feels urgent in 2025 -
✅ The ground is shifting fast. The nature of business life is changing digital, climate, demographics, markets, customer expectations.
✅ SME owners are under pressure. As we explored in Shifting Ground, the mental, financial and leadership load on owners is growing.
✅ The support landscape is changing. Recent changes to funding, agency mandates and national programmes have created new uncertainty.
✅ Trust is fragile. Many owners view “official” support with low expectations which undermines impact, no matter how good the intent.
✅ We have global examples of better. The time is right to draw on international lessons and local wisdom to evolve the system.

This is not about finger-pointing. No part of the system can do this alone. And no part of the system is without opportunity to evolve.
But evolution won’t happen if we don’t name the need for it and start working differently.

We’re not writing this series because we have all the answers.
We’re writing it because we think the conversation matters and because we believe NZ’s SME support ecosystem has a chance, right now, to evolve into something more connected, more humane and more effective.
The best SME support systems we see globally are not built on programmes alone. They are built on relationships, trust, shared purpose and a deep understanding of what it means to run a business in today’s world.
That is entirely possible here if we choose to collaborate differently.
